Flooded Isles

A while back the flooded isles were open for exploring, but not completed. Now I can only get to 2 recurring encounters and the local shop. Will the rest of the flooded isles be open in a new expansion, or are they open now and I just don't know how to get past the trees?

They're closed for now but will open again when ready

Does this also explain why it is so small, does not appear on the map, and has a shop that doesn't sell anything?

The shop is special, you will see it when you sell items to it.
The seashells will play a role once the isles open again... sorry for the mess

Were these reopened? Unsure if I'm blocked permanently on the isles or looking for something to let me move further.
