Tarasz Passage ‘Magic Fountain’ ?

I’m near the stairs at the beginning and I’ve discovered a magic fountain however there is no Fountain just a square of water. Also, the “Magic Fountain” does not regenerate my spell points. With this in mind, what am I missing?

Did it work the first time you visited it? I believe it only works once per day.
